Phil Fish is a police detective who also along with his wife, cares for a number of orphans in their home.  A number of these young orphans continue to get in trouble with the law.  Another central character is the social worker, Charlie who on occasion makes an appearance on an episode to check in on the status of the five orphans living in the home.
