This children's television shows was shot at the Don Lee-Mutual Broadcasting Studio in Hollywood and the host, Bill Stulla also known as Engineer Bill would appear every night between the hours of 6 and 7 PM on Channel 9 Cartoon Express between 1954 and 1966.
 
He would introduce the cartoons , play with model trains and would always choose two children, one boy and one girl from mailed in entry's, to be a part junior engineers for the day and assist is all the shows activities. 

Bill was interested in the children's health so much that he invented/introduced a game based on the train's stop and go lights, Red and Green which would have the kids drink milk on the Green and Stop on the Red and he would have the children watching at home to follow and do the same thing causing them to live healthy by always drinking their milk.
