This film centers on a cruel motorcycle gang threatening the locals of a quiet town in California to not call the authorities on them. One of the more serious crimes the gang has committed is raping four young women, whom they are trying to keep from testifying. Vicki is one of the rape victims who is protected by Billy Jack. The gang becomes more threatening with Vicki and Billy Jack.
