Jeff’s younger brother Steve is killed in a hot-rod race, and he blames himself. Meanwhile, police detective Ben Merrill, who wants to reduce racing fatalities, creates a city-sponsored racetrack that offers supervision for the dangerous activity. However, ridden with guilt, Jeff reverts to racing on the street. In a contest against 'Bronc' Talbott, who makes a play for Jeff’s girlfriend Lisa, a boy on a bicycle is hit and killed. Evidence points to Jeff as the culprit.
