This was a documentary that aired on CBS and was set in Portland, Oregon.  The film is a dramatized series of stock footage captured during Operation Greenlight, a massive civil defense exercise conducted in 1955 which tested the evacuation of Portland.  
After a nuclear raid the whole city has to be evacuated.  The film shows how the civil defense protocols lead up to the moments before the Soviet bombers attacked.
