The film is set in 1800 where Gilliatt, a fisherman turns his life into smuggling on the island of Guernsey.  He helps carry an attractive woman to the French coast, where she is trying to save her brother from the guillotine. Gilliatt beings to fall in love with her, but later discovers she is a countess assisting Napoleon on starting a war in England. His feelings of betrayal changes when he realizes she really is English agent trying to prevent the war from happening. Gilliatt travels back to France to save the woman, whose real reason for being there has been exposed.
