Slim and Tubby are stationed in London as American cops to examine police procedures. They end up in prison, but Dr. Jekyll ends up bailing them out. Dr. Jekyll has a list of doctors he has killed for them mocking his experiments. And there is more to the list he wants to add onto. In one instance there is a serum that changes Dr. Jekyll into the evil killer Hyde that gets inserted into Tubby.
