A period of dry weather puts the cattle industry in a state of emergency. The owner of a canning factory has plans of purchasing the rest of the cattle for a small amount. He has his mind set on destroying the cattle men's arrangement to transfer water by train. Roy comes into the scene to see what is going on and see if he can fix the problem.
