Roy Rogers is a highway engineer working with the youth reform camp run by a respected former prison warden.  Rogers’ young charges aid him on a highway project slated to run across a ranch, which puts him at odds with the crooked foreman of the ranch.  Using the cover of the youths working with Rogers, the foreman and his henchmen steal cattle and murder the former warden while laying the blame on the youths.
