Lex Luthor is secretly the Atom Man, threatening to annihilate the city.  Lois Lane, Jimmy Olson and Clark Kent/Superman are sent to investigate.  Luthor has created a number of dangerous contrivances to use in the city's destruction, but Superman thwarts all of his attempts.  Frustrated, Lex Luthor creates a false Kryptonite formula that will take away Superman 's super powers.
