Chief Matron Brackett is in charge of the inmates, but is not the nicest person to them. Frankie Mason is an inmate who assists her as well as "The Duchess" and Nita Lavore. After one of the inmates commits suicide, Jim reports the story, leading to Mary Ellis becoming the supervisor of the prison.
