The film begins with Detective Chan Chan running to the hospital since his daughter is going to give birth to his first grandchild. While Charlie Chan waits for news at the hospital, his 'number two' son James (Victor Sen Yung) seizes some information meant for Charlie about a killing on board the vessel Susan B. Jennings. He takes matters into his own hands.
