The Spanish-American war is raging, and the Rough Riders need 500 horses. Hopalong is tasked to round them up and deliver them, but Black Jack Carson (Alexander Cross) has other ideas. Carson sneaks 10 horses with his brand into the horses that Hopalong has gathered, and arrests Hopalong. Hopalong must escape, bring Carson to justice, and deliver the horses.
