During a raid on a Chinese gambling joint, Viola Avery (Esther Ralston) is arrested, and faces disgrace, due to being the daughter of a prominent judge. But she is rescued by King Moss (Sidney Blackmer), the owner of the establishment, who expects her to return the favor by assisting him in his profitable Chinese-smuggling racket and being his girl romantically. However, good-man immigration inspector Bob Baxter (Regis Toomey), who is in love with Viola, becomes even more determined to shut down Moss and his operation for good, and save Viola from a life of crime.
