The fairies of Oz thread a magic cloak in the forest of Burzee, which provides one wish for whoever wears it as long as it is not stolen. The man in the moon informs them they should give the cloak to the first sad person they see. Fluff and her younger brother Bud go to live with their Aunt Rivette in Noland since they no longer have a father. Fluff is given the cloak and her wish to be happy again, while Bud is place on the throne since the king has died with no heir. They buy a bunch of toys and get a pet mule named Nickodemus who is taken by some thieves.
