A man in a silk top hat cascades water into his hat, catching a small fish while standing in front of a vacant aquarium. He turns into a bum while he fishes more and catches plenty of fish from his silk hat. From fishes, then come rabbits from his hat. The scenery turns into the sea, where a mermaid presents herself.  She teases and entertains the audience. The mermaid transforms into a woman , leaving her home and uniting with the magician, who turns into Neptune.
